 - Entirely repackaged the system based on the new Msys code organization
   standard.  Included a COPYRIGHT, README, etc.
 - Changed all the command line arguments so that -h and -v are
   supported.  We don't believe that the command line arguments are
   being used anywhere.
 - Included the original design doc (sgd006) as a pod file in the docs/
   directory.
 - Made a few modifications to the code.


Previous History
----------------
The first version of this code was written at MCS for internal use from
1996-1999. This was version 1.0 of the system.  

Version 2.0 is the version being included in Msys.  It's based mostly
on code from 1.0.
